First step: is to close the app from running in background through your minimize button 

Second step: Go to phone settings and locate the app permissions or Permission manager depending on the model of device. This settings is usually found under the 'App Management' tab in the phone settings.

Third step: A list of Permissions will be displayed, locate the permission and check the app having access to that particular permission.
 For an example, if I have an app disturbing my phone call, I will simply look for the permissions concerning phone call or call logs and disable the app permission.

  • When the Ads refuse to close when you try to close them
  • When the Ads tells about a huge amount of money you've earn or how you been selected to receive a free expensive phone without working for it
  • When the Ads takes up your phone entire screen: In this case you've to be very careful because when trying to use the minimize or back button on your phone it may lead you to another malicious website. When this happens please run a security check on your phone as soon as you can.

How to find out which App is Causing Pop-up Ads on your
1. Power off your phone and reboot in safe mode.
There are several ways to switch to safe mode for Android phones but I'm going to be showing you the two most common methods
Method 1: After switching off your phone, hold on the power button and as soon as the animation starts quickly hold the down only volume button till the end of the animation 
Method 2:
Step one:while phone is still on, hold on the power button assuming you want to power off the phone  
Step two: it displays power off, reboot...
Step three: hold on the power off option it will immediately change to reboot on safe mode then click on it. It will automatically reboot in safe mode.

While in Safe mode, navigate to Settings, and then swipe to and tap Apps.
 From here, you can remove the most recently installed or updated app(s) that might be causing the pop-up ads
To help you find the bad app, you can sort the list to show the most recently installed apps or latest updated apps.

2. Quickly run an Anti-virus scan. Use a very good and secure Antivirus application software to scan your files and app for malware
 
3. Locate the app and uninstall: Try holding on the app for three seconds, a list of options displays, click on the uninstall option
