Step#0: Take it out of water/liquid as soon as possible. However, if this situation occurs when you're charging the phone never insert your hand into the liquid or water or you suffer the risk of electrocution. Gently disconnect the charger from the wall socket and take the phone out of the water as quickly as possible.
Step#1: Quickly turn off the phone! Believe me this is the best thing you can do for your phone at that moment, because when you don't turn it off, you risk your phone operating at a very harmful condition. This will further deteriorate your phone's condition.
Step#2: Quickly remove the device's battery if you can. You can also remove your SIM card and TF card if you have any. Also make sure you remove any external accessories e.g headphones, earphones.... if plugged. This is a great measure to exposing the phone to dryness. You can clean the mobile device with a soft or smooth dry clean towel gently.
NB: When cleaning your mobile device don't attempt to shake the device violently or vigorously. This is a good measure to prevent and avoid the liquid getting deeper into the Phone's motherboard or control panel which may cause further harm to the phone.
Step#3 (Optional): You can also use the vacuum cleaner to suck and eliminate water in the inner parts of the phone. Make sure you don't get too close to the phone when cleaning with a vacuum cleaner because a vacuum cleaner is capable of producing static electricity/current which is very harmful to your phone especially at that point in time. Vacuum
Step#4: Since the battery is removed, you can dry the mobile device in a sunny area but not directly under sunlight! This practice is done so as to completely eliminate the remaining water hidden in the phone.
Step#5: After several hours or at least 48 hours of drying depending on your weather or atmosphere, you can couple your phone and turn it on. If it doesn't work then try charging the phone without the battery. If it displays charging and it works normal, you might consider changing your battery. But if it doesn't work at all you might also consider carrying it out for repair.
